Is it difficult to move from layout to complex freelance projects?

Several times I met the opinion that if you start with primitive layout projects, then later, having such projects in your portfolio, it will be difficult to get some serious work. Is it worth creating a new account for complex and expensive projects and trying to upgrade it for this type of work? How serious is Upwork about multi-accounting in general?

I think it's more of a psychological issue for performers to move to the next level, rather than a portfolio.
Any sane person understands that people are developing, and not already writing complex projects in a wheelchair.
Yes, and it is reasonable to edit the portfolio, removing the ancient irrelevant work.

If you do not change (do not constantly register a new one) account and develop in the current profile - this is the best option for all parties and causes more confidence in you as a performer!
And, as Ankhena W already said : always on display (in your profile), keep your work up to date and do not forget to update it periodically. (moving window mode for jobs with increasing experience and complexity)

Upwork issues lifetime bans without the right to amnesty
It is quite difficult to upgrade a new account and it seems to me that you have to be an idiot to go naked from the received account, this will only set a person back years.
