Is it difficult to change jobs in a crisis?

I have been working as a php programmer in a company for two and a half years. I feel that professional and material growth has stalled here - they definitely won’t be promoted due to the fact that we can’t promote only to the lead programmer, and we definitely can’t have two leaders, and there’s definitely no threat of material promotion until the end of the crisis. I want to develop, learn new technologies, but we are not very good at this. You learn something yourself, but there is no practice. And yes, I would like to find something closer.
Is it realistic now to find a job with a higher salary and maybe even with the position of a lead programmer (in Moscow)? Who had similar thoughts and how everything was resolved in the end?
