Yes, it's free , BUT:
- You get a $150 credit each month to purchase any Microsoft services (third party services are billed separately). For example, the "MySQL Server" service will be free only if the database size is no more than 20 Mb, further from $20.
- if you spent the limit before the end of the period, then all services are turned off and they can only be turned on with a credit card, "Removing the spending limit", and then paying from the credit card what accumulates for the remaining period. At the same time, if you choose to withdraw only before the end of the current period, then from the new month the money from the card will stop eating and continue to use the "free" credit.

AFAIK, they give $150/month of credit. You can also use only free services (when the limits are reached, they will stop working).
