Windows Azure: Shared core, how is CPU time distributed?

On an Extra Small machine, it is not specified exactly how much CPU time is allocated to the machine. Written simply Shared core.

At the moment, a process is running on my machine that eats up absolutely all available processor time.
Question: am I interfering with my neighbors and will the performance drop if the neighbors also want to load the processor?
