Is it possible to implement such a scheme and how? That is, start VPN, TOR and after the 3rd exit node use your proxy server or SSH tunnel?

1. You don't know the exit node.
2. The fact of entering VPN/Tor/Proxy (whatever you have there first) will still be reflected in the provider's log.
