Well, usually they write in C, but no one bothers you to use Python for example :)

Nothing. What opportunities do you have to influence the state? None. So nothing can be done :)

Finally read what a VPN is, stop asking noob questions and build your own VPN - they are not blocked yet (although I'm sure they will be)

VPN is a technology, not a program.
It doesn't matter what you write VPN on, if it is a VPN, it will be blocked.
And if you know enough about networks to write a server / client for VPN, then this question would not be asked.

Why write something? If I understood correctly, then you need a VPN to bypass site blocking (I doubt that you are going to connect to the office), for this it is enough to find any free VPN service and configure the router accordingly. My Mikrotik copes with this task perfectly: only traffic to blocked sites goes through VPN (after all, the speed on free VPNs is rather low), everything else without VPN !!!
