Is a vocational training diploma suitable for obtaining an EU Blue Card?

From the point of view of the legislation of the Russian Federation, a diploma of vocational retraining has the same legal force as a diploma of higher education ( see paragraph 3 of article 73 of the Law "On Education in the Russian Federation" ).

Is this diploma enough to participate in the EU Blue Visa program?
