Is a diploma abroad valid?

I am a student of the Russian university of the department of "information systems and technologies". In the future, I plan to do front-end web development. I have a desire to work abroad. The United States would be the preferred option. After receiving a bachelor's degree in the Russian Federation, the experience will be equivalent to three years, that is, something between Junior and Middle.
Attention, questions, Gentlemen:
1) Do they look at a diploma in the USA (and in other English-speaking countries) when applying for a job?
2) Does the front-end manager need it at all? If not needed, how can one immigrate there in order to find a job?
3) Do I need a master's degree in my case, which I can get in the same place where I want to get a job?
ps I would like to hear from people who have experience with immigration to the US (and other English-speaking countries) and their job search and settling there.

You can try Germany, now there is a Blue Card program, permanent residence in 2 or 3 years. In IT, they speak English. IT-shniks are very needed :)
1) Look everywhere to be. For Germany and the Blue Card, you will need a bachelor's degree from a university with an H + rating
2) Front-end is needed, Angular.js is especially popular now
3) Not a prerequisite, as a rule, a bachelor's degree is enough. (They don’t even know about a specialist’s diploma there)

1. They don’t look at the diploma itself, they just look at its presence. There are problems with "specialists" because there is no such thing as beyond the hillock - you need to pass the academic difference or "finish your studies".
2. A diploma from any post-Soviet university is needed just to get a US green card - without it, opening a card is quite difficult, since you need to prove "your usefulness for the country." You also need it to open your small business, but often they even refuse to open a bank account without a diploma. In work, a diploma, even from local universities, is more likely for show, but in the case of science-intensive tasks, they very often look at scientific papers and projects, I don’t think that their presence is in any way influenced by student activities.
3. It makes sense to finish a bachelor's degree and go to a master's program somewhere over the hill, not necessarily in the states.
In the case of studying abroad, there were cases when people got into debt, took out loans, then they had children and still had debts. On the example of the Ukrainian tax of 4% + $65 once a quarter, and the complete absence of social security, on pension insurance and other funded systems, you can live very well in old age. The country is a country of strife - everywhere there are advantages and disadvantages, you need to take into account a lot of factors before making a decision about permanent residence and the future. But here's a master's degree over the hill - this is a very good option.

They look at companies like Google, Microsoft, etc.; and small or medium-sized companies do not look, they only care about what you know. For a green card, you only need a complete secondary education, but for a blue card, you need a higher education!

In order for you to be given a "working" visa, you need a diploma.
Without it, you need to be a mega-magic specialist so that the employing company convinces the immigration authorities of that country that you are qualified and they really need you.
