Is a certificate required for push notifications?

All aggregator sites I know that allow you to send push messages require a certificate (for Apple) and a token (for Android). Is it possible to implement push messages for browsers (not mobile) without a certificate in order to avoid buying a developer account with Apple?

We don't need a certificate in PushAll. At the same time, notifications are sent to Chrome, Safari, Firefox browsers. In the Android application, in the telegram bot, in the mail and soon there will also be an iOS application.
