IP camera with h.264 support and mp3/aac codecs on board or sane realtime transcoding software?

Actually acquaintances will hold a conference and want to broadcast it through their website.
Their channel is not painfully flexible, and it is not known how many people will want to watch it. In this regard, we decided to use the services of CDN providers.
They have technical requirements h.264 video stream, mp3/aac audio.
Out of ignorance, acquaintances bought an ordinary IP camera that can MPEG4, M-JPEG.
Actually, there are two ways to buy a new camera with the necessary requirements or pick up software that will transcode on the fly.
An additional Wishlist for the camera so that you can connect an external sound source to it (sound from a microphone).

PS. The software is most likely better for windows, most likely everything will happen from working PCs on which it is already installed.

COMPRO IP50-60-70 - there the options change depending on the camera. 70 seems to be able to external microphone.
it itself contains a broadcast server. In principle, 3-4 users per full stream - 3Mbit compressed - it drags without problems.
