Hardware video capture card with DVI or HDMI interface encoded in h264 to MPEG-TS?

There was once a good system that allowed you to play demanding games on non-productive hardware, based on the concept of transmitting a video game over a network. It was called OnLive. It was necessary to do something similar, but on a local scale.
Given: There is an apartment. In one room there is a server on which the games will run. In the second room there is a nettop and a TV. A gigabit ethernet is laid between the two rooms. There is no way to run a new cable into the TV room.
Essence of the question: It is required to be able to transfer the image from the output of the video card of the server to the TV set with the least delays. What are the boards or stations described in the subject? I tried a special video driver - the delays are too noticeable and it is impossible to play RealTime games.
