Is a second (or even third) pass necessary when encoding h264?

Hello.
The task is to compress the video. The video shows the movement of bubbles (or arrows) on a static background (some scheme). Those. throughout the video, we will observe the uniform movement of elements (there are more than 40 mb) along various trajectories (straight lines, sines / cosines, Bizier curves and arbitrary curves). In fact, such a video loops well (except for the first seconds, when the elements just start moving).
Question : Will the second pass help in this case when encoding this kind of video? I read that after the first pass, information about all the frames is sort of collected and more dynamic scenes are calculated in order to more reasonably manage the bitrate. But will it help in the case of this kind of video recordings? Thanks in advance.

Use CRF. CRF=18 will be enough. In addition, if the video is not for the web and not for phones, then it can be encoded with 10-bit color, this will also help to reduce the final bitrate.
