How to remove/smooth noises, scratches on frames in a video that was digitized from film?
Hey!
The film has been digitized. The output is a 10 minute black and white video, which is all in noise, cracks, stripes.
Please advise programs / plugins to smooth out these noises.

I do not ask for a magic program that will do everything for me on its own and I will get a beautiful picture at the output. I just need direction, I don't have time to clear the video frame by frame, but enough to listen to your advice and put it into practice.

you can try to improve the situation a bit with Neat Video for Premiere, but... don't expect miracles.
I won’t recommend specific tools, but algorithms definitely exist and are used in image and text recognition. we need a recognition tool that:
1. highlights the main noises in terms of particle size, movement speed, inertia of appearance and disappearance, in comparison with the dynamics of useful information.
2. exclude all selected noises from further processing, i.e. ignore these areas for color/gradation calculation and replace them with the contents of subsequent blank frames.
3. can be repeated in several passes.
4. You can apply vectorization / pasteurization and other popular effects for rounding the contours.
Perhaps all this is already automated somewhere, but it is important that each step can be controlled manually, because. sensitivity is better to choose by eye.
