What is the library for the simplest video editing?

I am capturing streaming video using libvlc, originally h264 codec.
Please advise the codec into which you need to convert the video (if at all) and the library for the simplest editing of this stream, to which I could somehow feed the time intervals, and it would cut them out of the video and glue them together into a single file, without losing quality (or not a strong loss).
It is also planned to overlay images on video and video on video, here I plan to take openCV. Sound also needs to be cut. Windows OS.

openCV only for watermarking? Hmm ... You didn't think that this library was intended for something else?
