IP address conflict in the system after connecting a second router. What to do?

Hello! I came with an unusual problem that I can't solve.
So, there is - a home LAN with several devices - two system units, a netbook, a laptop, a couple of tablets and smartphones and a wi-fi whistle on the TV. There is a wr741 nd router, which works stably with all this collective farm. Due to the move of one of the tenants of the house to the second floor and in order to comply with Feng Shui (in the sense of Wi-Fi throughout the living space), the second same wr 741 nd with a burnt-out WAN port was removed from the closet and revived, but cheerfully working as a switch . Well, it is adapted to the first as a WDS, that is, a repeater.
This is where the magic begins. On the main router, to which ALL devices are connected, I did static routing a long time ago. Those. a small pool of addresses (20 IPs) for all kinds of guests there, and all the rest of the hardware is rigidly tied - it’s convenient in the locale, and the pieces of iron do not conflict. The second router, of course, also tied to a specific IP, set it up. The repeater works, everything is OK, the Internet is everywhere, the inhabitants of the house are happy. But I am dissatisfied - my ancient working system manager, which clings solely to the presence of a hard LTP in the number of two copies, began to give an error "IP address conflict with another system on the network." Yes, the sistemnik on the pig. Yes, necrophilia. That's not the point ;-)
So, the most paradoxical thing is that all other devices work great - even the harmful Canon MFP, which likes to fall off Wi-Fi or try to assign itself the address 192.168.0.1. instead of the 192.168.1.5 put to it. But Windows with this error is already really for .. ahem .. in general, it performs a marital duty instead of a wife. In the event log, it swears at the device connected to WDS. Routers with stock firmware.
Manually altered configs - and new IPshnik wrote, and dynamic gave out. DHCP reconfigured 3 times, rebooted the computer. On the sly, I even demolished Hamachi and Teamviewer, I sinned on them.
And, here's another oddity - the "install windows components" tab does not open in the installation and removal of programs, and in network connections every 2-3 minutes (that is, synchronously with the departure of this error) an Internet gateway appears (it seemed not to It was).
What do you advise, dear?

For starters, download any PE instead of Piggy and see if everything is ok. Check, somewhere in the system MAC addresses could match, this is not fantasy, I had it. DHCP gave out the same address to two machines, although it doesn't look like your situation. I recommend resetting, updating and configuring a new access point again, because. it all started with her, they could miss some little thing, forget to turn off DHCP on it.
