Configure TCP protocol or Port on socks?

Good afternoon everyone, I'm interested in the following question, is it possible to configure a specific Internet port for a Socks tunnel? or the entire TCP protocol, so that there would be some kind of tunnel through which data was drained to the Internet? And how to do it? I heard about VPN, but I'm interested in redirecting these things to Socks, and is it possible to configure it so that if Socks stopped working, the traffic flow would not go without it, that is, remove the option of data leakage past Socks?

2) Set the client's settings for it
3) In the same place, at the client, disable all traffic with a firewall except to the socks proxy server.
