What equipment for a local network to choose?

The school set the task to stretch the local network. School of about 50 users.
Mostly laptops, stationary PCs 12 pieces.
I think to put the first floor on Wifi (10 users) and the second on the cable (30 laptops computer science room + 10 subject rooms with stationary PCs).
Wishlist management: File storage, messaging on the local network.
With this configuration of the question, what equipment to take, the budget is also 30k rubles.

I think to put the first floor on Wifi (10-15 users)

why not? That's exactly what I did.
and you first ask a computer science teacher a question - does he need laptops nailed to desks in his office. In my case, students in the classroom move with laptops, so only Wi-Fi.
we collect a server from what is found in the utility room (in my case, there was a system unit based on Pentium G3240 with 4Gb RAM and 500Gb HDD. Another 500k + 1Tb and 2 more giga of memory were added), install Ubuntu Server or Debian, configure Samba
Mattermost or Rocket.Chat. I chose the first option.
Well, a bonus, because. the school has a white IP, deployed Nextcloud, attached it to a domain name, and arranged for teachers to access files via the web.
Equipment that is required. More precisely, from what everything is made.
- a few stupid switches that were purchased as needed
- the above self-assembled server type
- a twisted pair bay
- a handful of connectors
- ASUS RT N-16 worked as the main router for several years. Now - Keenetic KN-1010, on which there is an informatics cabinet via Wi-Fi
- well, there are also a couple of access points scattered around the school, which are made from stupidly old TP-Link 741 routers and some other Upvel. The price is free, they got it after upgrading the home router, where are acquaintances, where are customers.
In general, very familiar with the lack / unwillingness of funding. It's easy and simple to allocate loot for printers and fucking projectors, well, computers themselves still somehow make their way, but about such things as switches, servers, access points, etc. There is only one answer - "not provided for by funding." You have to be cunning at least to get the same bay of twisted pair.

Of course, everything can be molded from shit and sticks. But the problems start right away! The kids will break your WiFi shit, the computer lab will put your shit switches in. Without a router, do not connect branches. You will shove all this equipment without a cabinet and refrigeration into the cleaner's closet, where she will work for exactly 3 months, and then a good fireman will come and wrap up this whole almshouse! Without traffic separation, you will fall off here and there ...
The second question is that the money for installing a low-current is at least 100-120 rubles per meter (and then on an iron tray), not counting the cables themselves, sockets and boxes - only mounting. The entire project must be agreed upon and signed, including with authorized organizations, otherwise the very first check, and you will have a new director, a new system administrator, and a new supply manager.
Now in terms of cost - a typical project for 50-80 jobs will cost 1M rubles, 6-10 kilometers of cable will be laid. This I proceed from my real practice of building networks in schools. Where does such money come from? According to the standard, you can not lay one cable, always put two ! The average footage per socket in a school is 60 meters. Total: for 80 sockets 60 * 80 * 2 = 10 kilometers of cables! Let there be 50 sockets, divide by one and a half. Now imagine that you need switches for each floor, you need a separate, dedicated switch and a router for the computer class, you need a router for the entrance and branches, you need to provide all the cabinets, cable channels, electricity for this.
If you want to cover the school with WiFi - very good, put 4-6 access points per floor under this case, otherwise not a fig will work. The points need to be managed, preferably powered by PoE and very desirable with radius authorization.
What can you do on your own, only a computer class, and install access points in the teacher's room, at the director's, and somewhere in the lobby, and not show it to anyone! Otherwise, any check will squeeze you in such a way that it won’t seem a little, you don’t have an office, but children! They will climb everywhere and everywhere, alas and ah ...

30k is not realistic, for this money you can only set up home routers and a regular computer (2 cores 2 giga gaming video card), Even on Mikrotik it won’t come out for the money

It is better to do without Wi-Fi. The offices are close by.
ps If you have a bad idea of how it's done, it's better to refuse.

Even if you put a microt 3011 in your head, buy small ones and build a wifi network, you will not fit into the budget.
One switch for a class will cost 10K, you can save money and buy a used one, on nag'e, but don't forget about the cable bay of 4.5K, has the cable run been calculated? Panel patch?
In general, with your budget, it is to interview parents who can shake out what from the admins at work. Who will give the panel, who will cut off the bay, who will be the old dlink. It's not worth starting with this budget, IMHO.
