Interrupt problem?

I took the OVH E3-1245 v5 server, everything is fine under ubuntu 19, 2 rx + 2 tx, but I rolled up Promox VE from the OVH panel and for some reason only one queue, reinstalled igb, but nothing has changed, what should I do? Map I210
