Internet slows down, how to fix?

Good evening, faced with the global problem of my beautiful life. The Internet began to slow down, I noticed it at the end of winter + -, and it began to slow down more and more often, BUT quite often it started to slow down after reinstalling Windows.
In what form does it slow down - it just starts to drop the speed to 2-4 Mbps, BUT there is a mini-output - this is reconnecting to the network (I use a laptop) and then it becomes stable, BUT the stability is not constant, it can become normal for 30-60 seconds , and then slow down again, maybe for 5 minutes, or maybe even for an hour (this is a small chance).
It is unlikely that the provider's problem is that it flies on TV, it is also stable on the phone, but sometimes this also happens.
Often this is from 12 to the evening / night, in the morning it is + - stable, I don’t know what it is connected with. (perhaps an alien race is waking up at this time and attacking me).
So I contacted the provider, but nothing helped.
In addition, I’ll say that I downloaded the drivers, both on the router and on the network, all that shnyag (personally and through applications)
Please help with at least something, because often I either sit with 1000 ping in the cs, and watch movies with a rest of 5 minutes that the Internet would be adjusted at least for 5 minutes. Or I connect to my neighbors (they have the same provider), but this is the case when I'm lying on the bed with a laptop, and when I'm already sitting at the table, then wifi is not enough: c

You must first determine who is to blame, the provider or the machine (as the brakes start, turn off everything and check from a clean machine / boot from a flash drive or smartphone wifi speed).
For example, windows can download updates at night, this is especially noticeable in the first week after installing an image from msdn (which is already several years old), Microsoft uploads tens of gigabytes to the machine ...
In windows10, there is a button in the update settings, suspend for a week.
Another option is to change the password for wifi on the router, maybe the neighbors connect at night and download terabytes of porn?

1) Connect with a cable to eliminate the problem with wi-fi (enough for an hour or two)
2) When you connect to your neighbors, does the problem remain? If not, reset the router settings and reconfigure.
3) If there is no problem on the TV, it's definitely not the provider.
4) I recommend checking the laptop for viruses, similar to Trojans. It's better to check Dr.Web CureIt! or Kaspersky.
5) If windows 10 is installed, then in the task manager you can see the network load at the moment, perhaps the 8 Mbps channel is already completely clogged.
PS I'm sorry that you have to live with a tariff of 8 Mbps, we already have a minimum of 100 Mbps.
