Windows will reassign the letters so they don't match.

When mounted, the volumes will be assigned free letters.

This doesn't happen. Sections have no letter or title, only size.
Windows assigns letters to volumes when mounted, for order. This is an exclusive feature of the OS that has nothing to do with the disk or the partitions of this disk.

PARTUUID / UUID partitions will be different anyway. Assign letters to unknown partitions from free ones.
The database of known keys is stored in the registry keyHKEY_LOCAL_MACHINE\SYSTEM\MountedDevices

Nothing
Always either reassigns letters
Or does not give a letter and you have to manually set it in the disk manager
