What program makes logos like twitter? in what format and in general how does it happen?

I believe that in a simple photoshop vector. Or in a program like Photoshop, but specializing only and only in the vector.
Let's say a cool designer is sitting, who can pass off Mallevich's usual black square as a cool logo. They threw a wad of bucks at him, he made many different variations of his thoughts, and the management chose the one they liked the most. It is unlikely that they will become more wise. :)
