Before developing an application in PL, it would be necessary to describe in detail the complex of calls to various functions (of which the application is built). This is a certain plan (scenario, TK), based on which the program code is written.

This is called UML Diagrams, there are many different programs.
I used Astah and MagicDraw. The bottom line is that you make UML schemes on predefined standards (UML2) (dada they are taught at the university, well, or in Google) :) Then you can generate the code.
The code will be in full OOP standard, without functionality. you describe the structure of programs, relationships and functions (parameters), then you add the functionality of functions.

Not features, but descriptions and user stories.
Microsoft Office (Word + Visio) is great, in my opinion this is the most convenient package.
