How to direct the programmer on the right path?

When reviewing someone else's code, I see something that makes my face hurt from facepalms - the code does not meet any standards, methodologies and common practices. The programmer, the author of the code to the question "what kind of nonsense?" replies "that's how it works!" or "it's more convenient for me, I'm so used to it, it's fast." How to be in such a situation, especially if in a certain future you yourself will have to work on this project?

There are two ways:
1) to explain why a uniform and adequate code style is needed
2) to use an administrative resource
The second way is more efficient in terms of energy costs and results. But, accordingly, you need to have approved code style standards.
