In what cases are funds debited from the card on behalf of "SVCSAPPS_DEV-B - [email protected]"?

Maybe someone remembers in what cases such a write-off occurs?
The situation is as follows:
- 01/03/2014 the amount of $176.66 was debited from the card, the statement in the description of the outlet says "SVCSAPPS_DEV-B - [email protected]"
- 02/03/2014 the amount of $73.19 was debited from the same card with the same description of the outlet.
I can't understand what is it for? Wallet does not work for me (I didn’t go through account verification there), I don’t have an AdWords account. In the "SVCSAPPS_DEV-B" part, I see apps and dev, but I can't figure out that I've been developing there with Google for two months now.
Also on the page https://www.google.com/settings/dashboard I do not see anything that could lead to thoughts about spending.
Google, as I understand it, does not provide online support for free services, although what are free ones for $250. In general, there is nowhere to write.
Please, collective mind, please help me figure out why I was robbed of such money.

I would call (or come) to the bank and try to find out what kind of transactions there are. If the bank cannot say anything about this, you can demand to cancel these transactions. If this is denied to you, write a claim to MasterCard or Visa (unless, of course, your card is serviced by one of these systems).
