Judging by the ifconfig data, you have a router that distributes the Internet to several computers. IP 193.170.132.193 is the external ip of the router. It happens that the location is determined incorrectly. This is clearly not your problem.
As I understand it, your Windows is connected by cable, and the laptop with ubuntu is connected via wifi. Or am I wrong?
If I'm right, then the problem may be with Wi-Fi: for some reason, the amount of interference has increased. The reasons can be very different, from an attempt to hack a Wi-Fi, to an unsuccessful connection of a puncher by one of the neighbors.
