Import data from a disabled Windows Azure Platform Services for Visual Studio Professional subscription

There was an active "Windows Azure Platform Services for Visual Studio Professional" subscription with no spend limit, with a working virtual machine. But it was disabled due to not updating payment information.
I created a new Windows Azure Platform Services subscription for Visual Studio Professional, I can see both subscriptions in the control panel.

Q:
Is it possible to import a virtual machine disk from an inactive subscription to an active subscription? In other words, can I import data from the stores of an inactive (disabled) subscription?

PS The current subscription is for payment support only.

You just need to make a request to technical support for payment - it's called Billing - for migration. Process Description: https://msdn.microsoft.com/en-us/dn859574
