If you reboot the system, then the asus icon does not go further?

Like if you turn it off, then everything is fine. And if you press restart, it will reboot, but it will hang right here. What's the catch? You can only get it out of this state with a hard reboot.

After that, this behavior appeared - the answer to this question will most likely help to understand the reason. Maybe I changed something in the settings (for example, I changed the power supply scheme). What have you been doing lately? What programs did you install, what devices did you change in the system, etc.?
Look at what the BIOS writes without a splash screen (you can press tab, if the system is not hung, then the BIOS text mode will be shown, but it is unlikely that the system has not hung).
With a high probability, the following happens - a malfunctioning device (or curves / missing drivers for it) in windows puts it into the wrong mode (supplying power to it, to make sure, turn off acpi in the BIOS, or change the settings to another mode, sort it out), and so 'soft reboot' can't reset it and hangs.
It’s difficult to understand which device is so weird, since there are dozens of them on the motherboard, but in case it’s a video card / disk / ... turn off everything you can (even usb mouse and keyboard, if anything you can sort through different ports, since often these are different controllers, especially those in front of the case through the connector on the motherboard and behind) except for the disk with the system and try to reproduce the situation, if not, then return to the system one at a time and reboot ... before the problem appears
ps update the bios
