If I want to create my own forum or social network, do I need to formalize something legally, sign papers, certify something somewhere?

Let's say I want to make my own social network or forum or some kind of instagram or twitter. Do I need to certify something with ruists or notaries or something else?) The
question is that users can upload some kind of bad content in such services - and will the authorities of this or another country put me or will I be able to make me guilty? Let's say I want to host on digitalocean or somewhere else - do I need to host in a specific country? How not to be guilty if some users create obscene content there, upload videos or pictures of some kind?
Will the registration form be enough, where they usually put a tick - 'Yes, I agree' and in this form indicate something that I am not responsible, that the forum or my social network is not responsible? What should be indicated?
Are there templates for such pre-registration forms - where the user accepts consent? Do these forms carry any power? do they need to be completed?
Does each site create a form for itself, or does everyone copy one of them?

And if you create a site with films, such as it is full of when you enter `"something" to watch online for free in Google, where is it better to host it? Can they add or sue for such a thing? Like I broke the law? how to find out in which country you can and cannot host? is it possible in the US or not? it seems that they don’t have such sites at all as we have never met - although maybe I don’t know where to look - or are they really so strict with this? I don’t know of any such American site with films for free, are there any?
