Identical sites in different countries, how to affect SEO?

There are 2 sites: site.ua and site.by.
Search promotion is needed.
Both sites are filled with the same content (customer's requirement).
Is it possible to somehow "separate" them in Yandex and Google according to their countries so that one is not considered a copy of the other?

The content on the two sites should be different. Titles and descriptions as well.
Otherwise you will clap the filter.
