IDE HDD on Windows 10?

Kind. I connect the old IDE HDD to 3 GB through the converter, but the OS does not see it. How can I connect it and see its contents? When connected, there is a sound about connecting a new device, and that's it, no where it is visible.

I suspect that the converter simply does not have enough power to spin up the old hard drive.
Old disks ate a lot of energy and were very voracious.
