I want to enroll in a web designer course. What can you say about the Yandex workshop?

I'm starting from scratch. Which courses are better to enroll in to become the best designer in the world?

become the best designer in the world?

Every day, draw a design for 7-8 hours, read books on design, have a taste, or at least the concept of taste. Be proficient in Figma, Photoshop and Illustrator.
Forget the topic of design courses like a bad dream.
UPD: every day go to https://www.behance.net/ , and similar sites in order to learn from more experienced comrades the ability to properly arrange objects, combine color schemes, or steal trendy things. All this = good design.

I don’t know specifically about Yandex, but in fact I don’t know about any courses specifically, but:
1. Design is a very subjective thing, you can teach basic generally accepted principles, such as how to use software, or why to arrange elements at a chaotic distance from each other bad.
2. Good courses will also teach you basics like, wow, dashes. These include the Bureau. Probably. But they clearly see corporate propaganda in everything, so this is most likely, again, a skill of subjective design, only corporate.
3. If we are talking about little money and a short time (intensives are called), then you can go to enter the topic. The same thing, but without the guidance of the elder, you will achieve many times longer.
4. The key is the elder, it can be the person under whom you will work as a neophyte.
5. If you are a talent, then you can independently collect the base, develop a sense of beauty in yourself, maybe very subjective beauty, but not the essence.
6. In any case, without practice ... There is no point in even going anywhere.
7. Tips about all sorts of sites like behans are anti-advice. Because they almost always emphasize the wow effect, which will never be applied in real life. However, this does not mean that you can’t go there, on the contrary, just understand that design is designed based on tasks, since design is a solution to a problem, not an artistic trinket.

It’s better to look at other works and try to repeat something, but not exactly everything, in the end you will come up with your own!
