Finally the file has downloaded. It's called - blackarch-linux-live-2019.06.01-x86_64.iso
I decided to open it and was surprised... Why is there no setup.exe? This is fine? I want to load it as the main system, I want to say right away that I haven’t tried it yet, because it also takes a VERY long time to unpack, and I also need to throw it on a USB flash drive, just as long, I decided to write a question to the court. So: is it normal that there is no setup.exe there, can I install the OS? Or am I stupid and Live is something to boot from a USB flash drive? Very urgent, please reply.

Already figured it out. There you can install the OS from Live mode.
[blackarch~]#blackarch-install
Choose boot from ISO.
>2
Choose a layout.
>1
Enter:
>us
Select any title/name/etc.
