Why does the error "Failed to install GRUB on dev/sda" occur?

Good day everyone.
There are 2 disks 3 TB, GPT layout, 16 RAM, I install debian (amd64) from a flash drive. I create RAID1, then I markup LVM
boot 2Gb
root 20 Gb
swap 8 Gb
var (everything else)
But during installation, the GRUB bootloader is not installed and an error occurs.
Tell me why GRUB was not installed?

On /dev/sda there should be a small partition of just 1MB (maybe less) with the bios_grub flag. In gparted, this elementary is created.
