I can’t understand the task, the method of Veitch diagrams (Carnot maps)?

Help me understand how to use the method of minimizing the Veitch diagrams (Carnot maps) and the dataset that I have, because for this you need to have a function and variables, I have 8-bit information for each PC (this is by assignment).
Here is the task itself "Design a device for converting codes in accordance with the data of columns 3 and 4 of the table of Appendix A. (It is supposed to perform code conversions programmatically on a microprocessor", the 3rd column indicates the Veitch Diagram method, the 4th - data: 1.6 ,10,12,13,19,24

According to the data in the 4th column in my dataset (see Fig. 2, B3, B7 do not count, i.e. when X is denoted in the table, they skipped) undefined bits are written (X in Fig. 2) - their value can be random according to the task

In general, I can't figure out how minimization of a function relates to my data, because I don't have a function but only data. And even after this "conversion" at the output, I should still get 8 bits, because the following tasks involve working with 8 bits of data.
I don’t need to decide anything for me, I just need to understand what and where / where it comes from to minimize Veitch diagrams.
