D-trigger operation in Quartus

The project uses several triggers and auxiliary logic to organize the counter, with the logic like everything is correct, but the failure triggers do not want to work as they should. I created a separate project with one D-Trigger to check its work, either I didn’t connect something correctly, or buggy software, I don’t know what’s wrong, I ask for help, all of a sudden someone fumbles here. The version of Quartus is 9.1. Quartus is running on Windows through a virtual machine on a Mac.

It seems that when a synchronization signal and a switching signal are applied, the output signal should change, but it does not change, what to do xs.

And if you invert PRN and CLRN?

There is simply confusion with the states CLRN and PRN if both are 1 then everything works jj_2d1gzQKI.jpg
