Eagle CAD - free version only has two layers and a maximum area of ​​80 sq.cm. Quite powerful, what he can't do himself is done with the help of scripts. There are many ready-made libraries.

Eagle, which is recommended above, is already very old, and now it's not completely free either.
I am using Designspark PCB . There is a very large base of components + the ability to import from the eagle.
To order boards, you need to export to gerberas (this is a very ancient format), it is available in any software for tracing.
