What open source hardware chips exist? Perhaps a list of chips that are open, possibly down to electronic circuits. Such as UltraSpark 1.2 (OpenSpark) or parallax propeller microcontroller with a real implementation that you can buy.

I can advise projects that can be loaded into the FPGA and get "almost a chip".
