Add the library to the php extensions folder and uncomment the inclusion of this library in php.ini.

Judging by the first message, the PHP extension is found, but cannot be loaded.
First advice, try installing the Microsoft Visual C++ Redistributable Package .
The second tip is to use the PHP builds from Jan-E , which contains almost all popular extensions.
The third tip is to use a bunch like VirtualBox + Vagrant + Docker for serious development .
