1) In such self-oscillating circuits, there must be a capacitor, if it doesn’t change me. He is not in the photo.
2) Check the pinout again and the transistor itself for operability. Sometimes you need to try another transistor, not everyone works there, I assembled such a circuit.
3) Perhaps this does not "close", but "consume a large current"
