I am looking for a service with REST-api for calls to the phone (normal)

I can't figure out how to write a request to Google.

I'm looking for a service that would provide an API like:
service.com/?phone=7123456789&text=Hello

and then call 7123456789 and say the text "Hello".

I understand that the service will be paid and that the quality of speech may not be very good - this is ok. The very fact of the call is important.

Is there such a thing?

There was a similar need, but Google is still stingy with offers.
In the Russian segment, there was such a service: sc-tehno.ru
At the moment they offer SOAP and REST.
