A new divorce or what's the point - fill out the form to call back and do not answer the number?

For more than a month, every 2-3 days, an application comes from the form on the site "order a call", but no one answers the number.
Yesterday it turned out that on another, unrelated site of another company in another city, the same situation began at about the same time.
The numbers in each application are different, occasionally repeated. The number itself is Moscow, not paid. The text of the appeal is template ("Call back by phone +7499.... (name)"), the names change. The form itself is filled in by bots. there is only 1 form submission request and no more views. The ip itself appears to be a proxy. Of course, there are no clients with such numbers in the database. The numbers themselves are not googled (that is, there are no references at all)
Interested in what's the point? Has anyone had something similar?
I thought they just collect the database of firms' phones, but they send it all the time ... We tried to call these numbers from ordinary cell phones - the same there is no answer.
Firms have a time difference of 7 hours with Moscow, I thought someone was joking, but what if they had two times ...
Why it worries me - firms had problems with ddos from half a year ago ... But what does the chime have to do with it I don’t understand at all (there would be 100 applications per day, then it’s understandable, and so one every 2-3 days).

Perhaps the victim is not you, but the user of the phone number. Someone scatters his number and name on a bunch of callback forms with a script so that he is haunted. And this victim either stopped picking up the phone at all, or installed an application showing who is calling.
