How to implement a robot informant to call customers?

Good afternoon!
There is a taxi fleet in one of the major cities, the park has its own software for processing orders. They want a robot-informant who will call the client when the car is served, pronounce the pattern - "Your car has been served, etc." and give the opportunity to connect with the dispatcher through the menu (pressing button 1, for example).
I have never encountered this before, the largest IP telephony providers answer that it is impossible to make an outgoing call with the pronunciation of the text, although, for example, when Lamoda couriers call, the robot immediately says that it is a courier, and only then connects. Tell me which way to look?

You did not say what is used as a PBX.
For an asterisk, this is relatively simple:
1. To call a client, use call files, or AMI
2. After the client has answered the call, send it to the context in which you play the prepared audio files.
3. In the same context, implement the reception of DTMF signals from the client. You can also organize a menu there, for example:
- 1 - connect to the dispatcher
- 2 - play audio again, etc.
