I can not understand when what to apply and in what cases?

On youtube I found in the comments that if the designer worked on the grid, then make up on Bootstrap, if not on the grid, then FlexBox.

Discrete is not needed . I use a macbook without a discrete one - there are no problems with design in PS, Sketch, Framer.
Don't count on installation much, although it's also real.

You are comparing very different things.
Bootstrap - CSS framework with responsive grid and a set of ready-made components (buttons, tabs, accordion, etc.).
Flexbox is a set of CSS properties for positioning elements.
You can use these all together. Moreover, Bootstrap itself is already using flex (both in the grid and in the components).
If there is a task to quickly make a page \ landing or make a prototype of the interface, then Bootstrap is quite suitable.
Choose technologies that personally help you in your work.

Not absolutely necessary.
For example, I use only the bootstrap grid, but recently I just make a conditional container with a width of 1140 or whatever width is indicated in the layout and use it with flex, I think it’s much more convenient.
