How to write a working website prototype?

I ask for advice. You need to write a website prototype. 3 main parameters:

Actively using the social API. networks (Facebook, Vkontakte).
Comment evaluation system A
freelancer(s) will be involved in writing, depending on the selected engine (technology).
A prototype must be created as soon as possible.

PS To be honest, only Joomla comes to mind

There are many tools for this purpose, but every developer is usually good at one. If I were offered to quickly write a working prototype, I would choose ASP.NET + Silverlight, but not because these tools are better than others, but only because I'm used to them and can start working right away.
If you need to do it FAST - find a person who will decide for himself - on what he can quickly build a prototype.
If you want the prototype to gradually develop into a working site, then it’s better not to put speed at the forefront.

Symfony - there are plugins for social networks (including VKontakte), for ratings too. The admin panel generator is available, for systems such as accounting (a lot of tabular data), it can also be used as a prototyp for output and control.

Let the freelancer write on what he knows best, let him document the main thing well.
I would start writing this business now on CodeIgniter 2.0, since I have a lot of ready-made solutions and sharpenings, but if I wanted something more fashionable, then YII or Ruby on Rails, it depends on the scale.

I think it makes sense to try on Symfony or RoR.
