Do I need to show progress for two steps?

There was a dispute.
There is a form with data entry, which is divided into two logical sections
Reservation of a hostel for recreation
- One section - [number of houses], [interval of stay] x2, [time of entry], [wishes (textarea)] + button go to the next stage
- Second section - [name], [phone], [email] + send button + policy subscription and all cases.

Does it make sense to do this in a form with two steps, and what is the meaning of the progress bar of two steps "booking parameters" and "personal data", if the booking cannot be made without them. I say right away - everyone in one form refused the option for sure, too cumbersome option. Or all the same, if a person wants to book, then he will leave personal data when asked
