How to write a rationale for teaching IT projects?

At the moment I am engaged in IT projects management. Totally I will not describe everything, but the hand-in pawned the N-th amount for the training of employees.
Of course, I would like to join this movement. But writing some kind of justification for it project management courses (pmbook, ieee) is required. Maybe someone can give an example of this or direct me on the right path (taking into account the use of standard template justifications and unusual phrases).
