How to setup RDP/VNC/SSH user in Ubuntu?

Hello!
There are tasks:
1. It is necessary to drive users into the screen, that is, when certain users connect via SSH (I don’t even consider telnet), users must get into a certain screen and not be able to change or leave it.
2. When users connected via VNC (noVNC or nomachine) or RDP (xRDP), users only had access to certain programs, folders and files, when entering the terminal they got to the desired screen and did not have access to the Ubuntu application manager (store).
3. Set access rights to services - some users have access ONLY via sFTP (openssh) or FTPs (FTPes) (vsftpd), others only access SSH and RDP, etc.
How to implement everything on Ubuntu OS?! Help me please!!!
