How to correctly implement work on setting user rights in ISPconfig 3?

Good afternoon! I am learning to set up and configure linux Centos 6.6 minimal. The task is to deploy the ISPconfig panel for hosting management. I took the instructions from here. I installed everything on one host on a Virtualbox virtual machine.
The question is the following. Created a site, created an ftp user and a shell (Chroot Shell - jailkit). Through ftp, the user enters and sees the contents of the folders and can configure files, but the shell user cannot access the same folder. Both users are in the same group.
The solution to the problem was to set group rights to those folders and files that the ftp user has.
How to make it so that when creating a directory for the site, the necessary rights for the group are applied and access via ssh goes to the same directory as the user's ftp?! Thanks!!! Please do not throw stones, I'm just learning.

The problem turned out to be my noobness and inattention. In the home directory of the panel user, a directory tree similar to system directories is created, as a result of which I decided that I was at the root of the system. So everything works as it should.

1. Give a specific example of what users and groups you have, what rights you have. ftp user and chroot user
2. Do I understand correctly that you need to automatically add all ftp and crhoot users to the group?
