How to work with DHCP in KVM?

I have internal IPs assigned on virtual machines (192.168.122.xxx) and all traffic is broadcast from the external IP of the host machine through nginx to the guest ones.

I assign addresses to the guest by binding their poppy addresses to the IP value in the network settings of the host machine (/var/lib/libvirt/network/default.xml), but the values ​​​​are not applied even after the guest is reloaded until I reload the host, is it possible somehow to do without reboot of the host machine???

Restarting the grid in the host machine via virsh net-destroy, virsh net-start is also not desirable, since the network falls off on running virtual machines and they must also be restarted.

Is there a solution to work with DHCP host to assign an IP to a new guest without interrupting the work of services on other virtual machines?

If the question is still relevant, then explain what is the problem with DHCP? Usually after all as - the DHCP server is put somewhere, let on a host at you. You know the MACs and virtual machines in advance from their config, so you can always prescribe them in advance and the guest will only have to run the dhcp client so that it receives all the settings, and in most distributions the network is configured this way by default.
Why in the default config to make a setting that is individual for each machine, I did not understand at all.
